Mayor proposes no-layoff budget

Mayor Tom Taylor's proposed 2010 budget includes a 2.9 percent property tax levy increase, leaves two police officer positions and one firefighter position vacant and cuts funding to St. Martin's Fair and the July 4 celebration by 50 percent.

The budget also freezes the amounts from the tax levy designated for several other areas, including the Franklin Public Library and street improvement fund.

Taylor unveiled the budget Monday, though it will not be officially adopted until November after a public hearing and Common Council vote.

"What's really important is that this is a no-layoff budget," he said. "This budget that I'm recommending, for all intents and purposes, should not significantly diminish the levels of services and programs being provided by the city."

The $23.8 million proposed budget would be a 2.5 percent decrease over last year. Under the proposal, the tax rate would be $5.94 per $1,000 of assessed property value, an increase of $0.11 from last year.
