Federal funds help restore two school jobs

By MARK SCHAAF

Aug. 27, 2010 4:58 p.m. | Two positions that had been eliminated in the Franklin Public School Districts have been restored using money from a federal jobs bill.

One elementary guidance teacher and one library media specialist will be back in time for the start of the school year Sept. 1, Superintendent Steve Patz said.

The district had eliminated two of each of those positions in the 2010-11 budget.

The restoration of those jobs is only the first part of allocating the $1.2 million the district recently received from the federal Education Jobs Fund.

In the coming days, administrators will devise a plan on how to spend the money, and, when they do, they will focus on long-term needs, Patz said.

Some bristle at planned 3.9% school tax hike in Franklin

By MARK SCHAAF

Aug. 26, 2010 3:30 p.m. | It was only an advisory vote, and there were not many in attendance, but the Franklin School Board received an interesting answer from the general public Wednesday when it asked their opinion on this year's proposed budget and tax levy.

District residents, including the seven board members, voted 10-10 on the budget and the accompanying property tax levy, which calls for an estimated 3.9 percent increase over last year.

While officials outlined nearly $1.2 million in cuts it made for the 2010-11 budget, the levy increase was too much for some residents, who said the community cannot afford any more taxes in midst of an economic recession.

"I just ask you people tonight to go back and take a real, hard look at this budget to see if you really squeezed it as hard as you can," resident Donald Reed told the School Board. "Give the people of this community an opportunity to really accept the fact this budget was looked at as hard as you can look at it.

"You are running a business with our dollars and we are concerned about how you are spending them."

Franklin considers 'natural lawn' idea

By Tom Kertscher of the Journal Sentinel

Aug. 18, 2010 5:46 p.m. | Franklin - The Common Council might allow residents to grow "natural lawns" - those containing "common species of grass and wild flowers native to North America which are designed and purposefully cultivated to exceed 12 inches in height from the ground."

The council has asked the city Environmental Commission to examine the issue. The commission is scheduled to discuss the matter Aug. 25.

Residents would have to apply to the city to have a natural lawn and get consent from abutting neighbors - unless the resident could show the city that the lawn would be screened by an "opaque fence or row of continuous shrubs," according to a memo from a city planner.

Franklin eyes referendum on full-time mayor

By MARK SCHAAF

Aug. 17, 2010 9:15 a.m. | The question of whether Franklin should have a full-time mayor may get put to the voters this fall.

The Common Council tonight will discuss holding an advisory referendum on the issue, similar to one in 1999 that was narrowly voted down.

Franklin now has a part-time mayor and a full-time administrator, like many other Milwaukee County communities. The only cities with full-time mayors in the county are West Allis, Greenfield and Milwaukee.

Mayor Tom Taylor, who supports keeping the current system, and others said the question is not really about full-time hours, but rather full-time compensation.

The mayor's salary now is $16,800, plus $400 per month for mileage and expenses.
