Kevin Fischer is a veteran broadcaster, the recipient of over 150 major journalism awards from the Milwaukee Press Club, the Wisconsin Associated Press, the Northwest Broadcast News Association, the Wisconsin Bar Association, and others. He has been seen and heard on Milwaukee TV and radio stations for over three decades. A longtime aide to state Senate Republicans in the Wisconsin Legislature, Kevin can be seen offering his views on the news on the public affairs program, "InterCHANGE," on Milwaukee Public Television Channel 10, and heard filling in on Newstalk 1130 WISN. Newer, bigger recycling carts? Franklin, you better decide quickly

Lots of good information in there, as always. What caught the eye was an orange insert with a bold headline:
NOTICE REGARDING A POTENTIAL CHANGE OF RECYCLING CONTAINERS IN THE CITY OF
Under review is a switch from the current 18-gallon tub...
To a 96-gallon cart on wheels...
If the change is made, after 30 days, residents who would prefer a smaller 48-gallon cart can request one in place of the larger cart.
The Franklin Common Council, the insert informs, wants our input and they want it fast because it plans to address the subject at this Tuesday’s Common Council meeting.
The fast track approach is unusual for a city that requires a dozen Planning Commission meetings before a gas station can open.
Putting aside the merits of the switch for a moment, the city could have given far better notice about its plans.
My newsletter came Friday. The city wants input by Tuesday.
Suppose a resident doesn’t open the newsletter immediately. It is summer and it is the weekend for cryin' out loud. Suppose a resident is on summer vacation and won’t see the newsletter until after Tuesday.
As of this writing, this edition of the city newsletter is not on the city’s website where it should be.

As for whether a household needs to go to a cart that’s almost 6 times bigger than the current tub, that’s an individual choice. Drive down my street on collection day and everybody seems to be using just one tub. Are the new, bulkier carts that would make Franklin look like an alley in the city of Milwaukee really necessary?
One last thought. The insert in the newsletter misses a very important fact but that doesn’t surprise me because this is, after all,

1) E-mail any comment to contactfranklin@franklinwi.gov.
2) Attend Tuesday’s Common Council meeting at 6:30 at City Hall and speak during the citizen comment period.
3) Go to the city website and click “Contact a City Official” then “Submit a Comment or Question to the City.” You just won’t be able to read any information about the possible change.
4) Call the Engineering Department at 425-7510.
The insert reads at the bottom, “Share Your Opinion.”
But you better do it pretty darn fast.
