This Just In ...

Kevin Fischer is a veteran broadcaster, the recipient of over 150 major journalism awards from the Milwaukee Press Club, the Wisconsin Associated Press, the Northwest Broadcast News Association, the Wisconsin Bar Association, and others. He has been seen and heard on Milwaukee TV and radio stations for over three decades. A longtime aide to state Senate Republicans in the Wisconsin Legislature, Kevin can be seen offering his views on the news on the public affairs program, "InterCHANGE," on Milwaukee Public Television Channel 10, and heard filling in on Newstalk 1130 WISN. He lives with his wife, Jennifer, and their lovely baby daughter, Kyla Audrey, in Franklin.

How school board members voted on Franklin referenda


To my knowledge, no Franklin reporter or blogger has published the details about the Franklin School Board’s vote on July 11 to place three referenda on the November ballot asking for huge property tax increases to expand school facilities.

Read the following from the approved minutes of that July 11 meeting and my observations:


2. Resolution Adoption (Action Item)
The Board discussed the legal resolutions for a November 6th, 2012 referendum.

A. Initial Resolution I: Authorizing General Obligation Bonds in an Amount Not to Exceed $20,400,000- A motion was made by Debbie Larson, seconded by Melissa Klein, to adopt Resolution I. The Board discussed adding details to the language of Resolution I, if appropriate with legal counsel. Debbie Larson and Melissa Klein amended their motion and second to reflect the addition of detail, if appropriate with legal counsel. A roll call vote was taken. Yes: Larson, Traylor, Witkowski, Klein, Nielson. No: Evans, Schlueter. The motion passed.

B. Initial Resolution II: Authorizing General Obligation Bonds in an Amount Not To Exceed $12,600,000- A motion was made by Jeff Traylor, seconded by Debbie Larson, to adopt Resolution II. The Board discussed adding details to the language of Resolution II, if appropriate with legal counsel. Jeff Traylor and Debbie Larson amended their motion and second to reflect the addition of detail, if appropriate with legal counsel. A roll call vote was taken. Yes: Larson, Traylor, Witkowski, Klein, Nielson. No: Evans, Schlueter. The motion passed.

C. Initial Resolution III: Authorizing General Obligation Bonds in an Amount Not to Exceed $15,800,000- A motion was made by Jeff Traylor, seconded by Linda Witkowski, to adopt Resolution III. The Board discussed adding details to the language of Resolution III, if appropriate with legal counsel. Jeff Traylor and Linda Witkowksi amended their motion and second to reflect the addition of that detail, if appropriate with legal counsel. A roll call vote was taken. Yes: Larson, Traylor, Witkowski, Klein, Nielson. No: Evans, Schlueter. The motion passed.

D. Resolution Providing for a Referendum Election on the Questions of the Approval of Initial Resolutions Authorizing the Issuance of General Obligation Bonds in an Amount Not to Exceed $48,800,000- A motion was made by Tim Nielson, seconded by Melissa Klein, to approve the above resolution. A roll call vote was taken. Yes: Larson, Traylor, Witkowski, Klein, Nielson. No: Evans, Schlueter.


1) Congratulations to board members Janet Evans (Pres.) and Aimee Schlueter for demonstrating that there is some semblance of fiscal responsibility and common sense on this board.

2) Shame on the other board members.

3) Is Tim Nielson slowly evolving into former board member David Works? I really hope not, but he continues to disappoint.

4) Ditto for the inconsistent Linda Witkowski.

5) Gee, Tim. Gee, Linda. Wasn't there one referendum question where you could have voted no?

6) Did fiscally conservative voters in Franklin (like me) pop the champagne corks too early after the April election? Maybe.
